			<description>Excellent article. Other points to remember: (1) banking deposits have declined nationally and do not support loan demand; certain geographic areas must &quot;borrow&quot; deposits from other areas to satisfy loan fundings; (2) in areas of heightened bank competition, local rates can be double the wholesale rate, and NOT taking brokered deposits hurts profits, which doesn't make sense; and (3) when regulators restrict banks from brokered deposits, in enforcement actions particularly, then those banks drive up rates locally because they must replenish funding, which hurts all other banks. 
The regulators must focus on cost, not where the deposit came from.  - Chris Annas</description>
