			<description>Great observation! In addition to just making life easier by providing all of the forms, I think that there's an inherent problem in training and education by the regulatory bodies resulting in a fear of leaving something out and being penalized. I frequently see this on the operational side of compliance with banks, specifically as it pertains to Vendor Management Programs. Many banks place every vendor in their Accounts Payable system into their Vendor Management program. It can't be further from the truth but they aren't receiving the proper education from their examiners. Very often they're told to just read FFIEC Guidance and make sure that they do what it asks. All this does is create subjectivity, uncertainty and fear of non-compliance resulting in OVER COMPLIANCE as Nancy keenly points out. - mick kless</description>
