Shortly after the Federal Reserve Board unveiled its "Proposed Guidance on Sound Incentive Compensation Policies," * ABA Banking Journal Executive Editor Steve Cocheo interviewed compensation expert Susan O'Donnell to get her initial impressions of what the proposal could mean to community banks and how boards and management should be reviewing the proposal with an eye towards compliance.

O'Donnell is managing director at Pearl Meyer & Partners, a leading compensation consulting firm, and she is based in Boston. She took part in ABA Banking Journal's September 2009 cover story, "Pay in the spotlight: Will it affect you?"

*(The proposal covers bank holding companies and state member banks, among the community bank fraternity. While it would apply to bank holding companies and not to officers of subsidiary bank holding companies, unless they are employed by state member banks, many such officers are dual employees of holding company and bank, so they would be covered, according to an ABA expert.)
